Is the computer for INSIDE or for the WORLD? Does make a difference..

http://www.amazon.com/Teach-Yourself-MySQL-Apache-Hours/dp/067232489X
tells you all you need to know to setup a quick server with Apache/PHP/ Mysql

If its just INSIDE You can just instal UBUNTU server.. which will set those up. Runs on most machines without issues. (I am using one here for development.. it an older 1.2 gig processor, with 1gig ram and a 160meg hd) http://ubuntu.com easy to setup

If it is for the world to be able to access.. well a hosting company will be a better choice

well if u want to self host you would need to buy a domain name there is hundreds of website that can do hosting, just type in register domain into google and enjoy
if you want to host the files on your pc you would need to turn it into a webserver using apache/linux etc there is lots of ways to do this
http://www.dslwebserver.com/ this has a rather good guide for that. or u could just buy hosting aswell as a domain name
